The Nautical Charter is the primary constitutional document of the Nautical Peace. It was established by the Treaty of Zhavei in <XXXX> and has since undergone numerous amendments as the Nautical Peace has expanded across the globe and throughout the Yakei System. The charter defines the federal government, standardizes the timekeeping and measurement systems and establishes various human rights throughout the Nautical Peace.
